I first thought this before I ever heard it, yet it's so relatively sound that of course others would suggest it:
Declare all existing marriages civil unions. The state then only recognizes civil unions. Marriage remains the domain of the church.
You would just then need a better term than "civil union" to describe people who are now married. We're "unified" doesn't quite cut it.
